For more than a decade, Phylicia Porter has transformed advocacy into action—delivering measurable change for Baltimore’s 10th District. Her leadership has secured millions in investments, expanded opportunities for youth, and improved the quality of life for families across South Baltimore.
Since 2020, Phylicia has secured over $1.5 million in funding for 25+ grassroots organizations across District 10. These investments have supported local nonprofits, strengthened community safety initiatives, and provided critical resources for children, seniors, and families.
Her approach reflects a core belief: public safety begins with strong, supported communities. By directing resources where they are needed most, she has helped create safer, healthier neighborhoods across South Baltimore.
Phylicia has been a driving force behind two multi-million dollar regional recreation centers in Cherry Hill and Pigtown, with a third planned for Curtis Bay (projected 2025). These centers serve as anchors of opportunity—providing safe spaces for young people, fostering mentorship, and expanding access to after-school programs, sports, and enrichment activities.
Her leadership ensures that District 10 youth have more than just places to gather—they have places to grow.
To improve quality of life and expand access to recreation, Phylicia led the creation of six new neighborhood recreation spaces in Pigtown, Morrell Park, Westport, Cherry Hill, Gwynns Falls, and Violetville.
These investments strengthen community pride, encourage healthier lifestyles, and create welcoming spaces for families. Each project reflects her commitment to revitalizing neighborhoods and ensuring every resident feels connected to where they live.
For too long, South Baltimore communities experienced disinvestment and poor service delivery. Phylicia changed that narrative by implementing cost-saving reforms and improving management practices within city services in District 10.
Her work has increased accountability across agencies, reduced inefficiencies, and ensured that residents receive the reliable services they deserve—from trash collection to infrastructure repair.
Housing is central to community stability, and Phylicia has made it a top priority. She led the advancement of new affordable housing developments in Cherry Hill and Washington Village/Pigtown, expanding access to safe, quality housing for families.
