For over a decade, Phylicia has been the catalyst behind major legislative actions, tirelessly advocating for those whose voices often go unheard.

Armed with not one, but two Bachelor of Science degrees from Towson University – one in Molecular Biology, Biochemistry, and Bioinformatics, and another in General Biology – Phylicia's academic prowess laid the foundation for her journey towards effecting change. But it didn't stop there. She pursued further education, earning a Master of Public Health with a specialization in Health Policy & Management from Morgan State University, and a Master of Science in Law from the University of Maryland Francis Carey School of Law. Her commitment to understanding the intricacies of health and legal systems underscores her dedication to creating a more just society.

However, Phylicia's impact isn't confined to academia alone. Deeply rooted in the heart of Baltimore, she's been a steadfast advocate for its diverse neighborhoods. With an independent voice fueled by genuine leadership, honesty, and integrity, Phylicia has become synonymous with community empowerment. She firmly believes in the power of political voices to drive meaningful change, and she's been at the forefront of numerous initiatives to make it a reality.

Currently, Phylicia serves as the Vice Chair for the South Baltimore Gateway Partnership, where she's spearheaded efforts securing over $30 million in funding to uplift communities in South Baltimore. But her track record speaks volumes beyond her current role. From leading the completion of multi-million dollar regional recreation center projects to improving the quality of life for youth through the creation of new recreation spaces, Phylicia's impact is tangible and transformative. In her four years as Councilwoman, Phylicia has worked with the Scott Administration to allocate more than $600,000 to 27 community based organizations to reimagine their stake within the philanthropic community in Baltimore City. 

Moreover, her dedication extends beyond the boardroom. Phylicia has actively participated in various local community associations, advocating for change at both the local and state levels. As a homeowner in Pigtown, she's not just a leader in theory but a resident deeply invested in the betterment of her community. And let's not forget her loyal companion, Professor William Bruno Shakespeare, her faithful dog who undoubtedly serves as her trusted confidant amidst the whirlwind of advocacy. Phylicia is a proud member of the Board of Directors of the Towson University Foundation (2024 to present), and the Hippodrome Foundation (2024-present). Lastly, she is a proud financial member of the Psi Phi Omega chapter of Alpha Kappa Alpha Sorority, Inc. She was initiated in the Fall of 2023 in the Iota lambda Omega Chapter of Alpha Kappa Alpha Sorority, Inc.
